Customer rep told me yesterday that the resolution date for this issue is Feb 24th. I have a Maryland resident return. Turbo Tax needs a known issues “document”; people shouldn’t have to keep asking the same questions repeatedly. The lack of transparency and accountability with this issue is appalling. By all appearances, TT doesn’t want to admit there is a systems problem.
February 20th and I’m still getting this message! And TurboTax sent me an email on Friday saying all my state forms were available and my taxes were ready to be filed. Yet, as soon as I tried to file I got held up by the same error message. Is anyone else still having this problem?
You need an upgraded version to even talk to a living person, and probably to fix the problem once the form is available. Last year I am using Turbo Tax.
@AJB2022 thanks for your update. I have this problem with form 8582 as a non-resident in Maryland with Maryland income. (There's also a problem with the Maryland form 510 for Maryland businesses as well. God knows what is going on with Maryland).
On the phone with TurboTax, the agent is escalating the problem to their manager. Got disconnected, tried to navigate the automated nazi, and finally got through. She is told that I must upgrade to business. [Don't know why yet.] Instead of an answer to that, the specialist was told to add the form. Nope! The specialist is great, but her superiors have NO idea what is going on. [My words, not hers.] Then they tell her that the form has to be approved by the IRS. I tell her that I downloaded the form from the IRS. [Long Pause]. I will share if I get any resolution to this. They told her that the form has been rescinded. The form I just downloaded today...from the IRS. So, she asks them again. [Long Pause]. Apparently they pulled the state form. That is what she is being told. Sign-up for email notifications. I don't think TurboTax knows what is going on.
Same for me. Got email from TT with 24th as target for solution to 8582. We will see
Virginia tax form 8582, 2/17 has come and gone and still not able to file, just checked to see if the form is available online and it its but TurboTax is saying ready soon, the TurboTax discounted prices end the end of this month, I will be willing to bet that the form is ready the very next day. . is there a work around?
the Virginia form was supposed to be ready 2/17, its now 2/21 and still not ready, but, if you google it, its says its available but not in Turbotax, get this fixed so I can file. aggravating.

I had the same concern [and I'm accountant], but when I separated Fed & State returns, the 8582 Form, which is a federal form, was not included in MD State return. So I separated the returns, e-filed my federal return, and print/mailed my State return. My Federal return was accepted within minutes, but I haven't heard from my State [it's been a week].
We can of course all do that, but the point of TurboTax is to file online and get immediate results. Anyone could download paper forms, fill them out and mail them - for free!
Everyone here who has spoken to CSRs seems to be being told that the Form 8582 for STATES will be supposedly available this weekend (Feb 25th-27)....
Here's hoping, because I've been waiting for weeks now to file.
Now Turbo Tax is stating march 3rd for form 8582 for Massachusetts. It was Feb 24 before.
Same story about 8582 - received an email the forms is ready on 2/19/22 but the MA filing can't be done because of the Forms says the application, and the available date shown is 3/3/2022 (print only).d
Disappointing!! This on the top of F1116 (Foreign tax credit) not being ready and the day shifting away more and more - from 2/24 to 3/3 now. Will Intuit compensate?
When will form 8582 be ready? In Virginia, we are experiencing the same error message.
Form 8582 is used to figure the amount of any passive activity loss, where you are not actively engaged in a business or investment, such as losses from rentals.
If this is in your Maryland tax return, our team is still working to resolve an error message in some Maryland state returns that give an error message about Form 8582 and the Activity Sheet needing an update, even if there are no passive losses to report.
If the federal forms are all finalized and the federal is ready to e-file, you can choose to file just the federal return at this time, then come back when your state forms are ready and e-file that return. The filing date for tax year 2021 Maryland state returns was extended to July 15th, 2022.
Note, if you don't e-file them together, you do have to wait until the federal is accepted before you can e-file the state. Sometimes this takes a day or even two.
