I'm glad someone managed to track down this problem, I had the same issue on Mac Os 12.3.2 and it did NOT work to save to desktop or any other drive. The only exception was saving to iCloud which did work reproducibly. The issue appears to surface the second time I (or TurboTax) tries to save to the file. This issue only seems to affect TurboTax - I've never seen it with any other application and I have seen it in multiple years with TurboTax on multiple versions of Mac Os.
Were you able to get it to save completely after switching it to the cloud? @kaiserso
I was saving my TTax file to a thumb drive and got the "FIle Locked" problem above. This post from 2022 by JanDrew solved my problem.

TurboTax Problem, can’t save on Mac, solution:
Our family has successfully used this solution on 6 of our returns. You only have to do it once for the year you use TurboTax. I'm not a tech expert, but I pieced together a lot of responses till I found a combo that works. I'm an 82 y/o grandma; Senior Power!!
Make sure your TurboTax program is open and active.
Click on the Apple icon (upper left corner of Mac screen).
Click System Preferences.
Click Security and Privacy.
Click on the Privacy tab in the upper part of the window.
Click the yellow lock icon, lower left corner.
Enter your password and click Unlock. The icon will change to an open lock icon.
In the left panel, scroll to Full Disk Access and click on it.
In the right panel, scroll and look for TurboTax (year xxxx) and CHECK it. If TurboTax is not in the list, click the plus sign + that is just below the list. Navigate to the TT program, click it and click Open.
Click “Quit and Reopen”. This should grant you full access to save your TurboTax return wherever you prefer (such as on a thumb drive).
Note: This apparently disabled the “AutoSave” function in TT. Perhaps someone else can send us that solution.
I tried accessing system preferences-security &privacy-full disk access. Clicked the lock in the lower right- entered my system password the checked Turbo tax 2022. Worked like a dream😊
Try going into your Security and Privacy settings on your Mac computer and then find File Access on the left. Make sure the box next to Turbo Tax 23 or whichever year is being used is checked. If you can’t check the box click on the Unlock button on the bottom left and enter your computer password. The checkbox next to Turbo Tax will now be active and you can check it. Once checked, you should now be able to freely save and access multiple returns.
This is the answer. You need to give TT20XX access to your files form the security settings and it will work properly. granted this should be part of the installation or instructions. Kudos to the 82+ YO grandma that is our techie solution provider on this issue!!!
