When filing jointly, do we both submit jointly or just one of us?

A joint return is ONE tax return for BOTH of you with all of both incomes.

When filing jointly, do we both submit jointly or just one of us?

you are going to file ONE  returns..... with your collective income represented on that ONE return

 

do not set up two returns and report your collective income on both returns - bad result that way
