Line 10b can be $0-300. It is for a cash charitable contribution amount up to $300 taken without having to itemize. If you are itemizing your deductions, then this line should be blank.
If you are taking the standard deduction, then this line should be up to $300 for all taxpayers except married filing separate, who would each have a maximum of $150, for cash donations to qualifying organizations.
To get to this section in TurboTax, enter your donations as usual. Then, continue with these steps:

I did as suggested but I never see "Charitable Cash Contributions under Cares Act"
You are responding to a thread that is a year old. This year the charitable contribution shows on line 12b and is only taken if you take the Standard Deduction. If you Itemize, the charitable contributions will be on your Schedule A.
Charitable Contributions taken with the Standard Deduction is show at the VERY END of the final review. (AFTER STATE and after the "Tax Summary for 2021" screen.)
If you are taking the Standard Deductions, please do not make any entries under Deductions & Credits for Donations to Charity in 2021.
