What does "federal service to date", mean??

The federal service date would be the date you started employment with the federal government. This applies to military and civilian jobs.

Same problem. It wants us to enter a date and I have never worked for the US Government or been in the military. I had lived in Oregon for 18 years but now I am filing a part-time resident return. This is an error on the Oregon Tax Forms that they need to fix.

Try this.  To get back into the Oregon interview portion of TurboTax Online:

1. If you don’t see 2022 TAXES in the left pane, select the dropdown to the right of State Taxes on the Hi, let’s keep working on your taxes! page and then select Let’s get started, Pick up where you left off, or Review/Edit 
   • Otherwise, in the left pane, select the dropdown to the right of State Taxes, then select Your State Returns
2. Select  Edit to the right of Oregon
3. Select Edit to the right of Income
4. Scroll down to Retirement on the Here's the income that Oregon handles differently page, and select Revisit to the right of IRA and Pension Distribution Adjustments
5. On the IRA and Pension Distributions screen, note whether any of the first four boxes need to be checked, but don't check them.  Select the box to the left of None of the above, then Continue
6. Proceed through the state interview
7. When done, if any of the first four boxes needed to be checked on the IRA and Pension Distributions screen, re-start the Oregon interview as noted above, and select the appropriate boxes on the screen, when you return to it.  Select Continue
8. Proceed through the state interview again
