update before e-file fails

Intuit asks me to give permission to change settings on my computer, but won't accept my pin, and won't let me change it. I want to file. This problem has never happened before to me, and I am a VERY old customer. How do I fix this problem?

FAILED_VALIDATION. There is an update available... but after the update, The same error message pops up

You may need to do a manual update. 

Try clearing your Cache and Cookies and then try this link instructions.
