Only 2020 can be prepared online and efiled.  Earlier returns require that you purchase and install the TT desktop software for the applicable year, and file by mail.  See this for 2019, for example:

Also note that the Statute of Limitations to file for a 2017 refund expires today (May 17, 2021).

Tax Year 2020: two different tax years

I am trying to file 2019 tax year and 2020 tax year.  If I have to mail the 2019 returns to the IRS, can I file the 2020 returns today electronically or do I need to wait until the 2019 have been accepted or processed before I can file my 2020 return?  Would I then need to file an extension for my 2020 tax year?

File for an extension for 2020.  There is no penalty if you are getting a refund.

Thank you for the information on filling an extension.  Can I file the extension electronically through my turbo tax deluxe 2020?  Or do I need to send a paper copy to the IRS?

You can file the extension through TurboTax Online versions.  Or you can print and mail it, but the postmark must be May 17, 2021.
