Forms 8995 and 8995-A had been in revision for some time. They now show as available. If you are on the desktop version, please be sure that you have all of the updates. Also, it is alway wise to clear background information out of your computer.
Your browser stores recently visited webpages as temporary files in a cache, which enables the pages to load more quickly when revisited.
However, a full or corrupted cache can cause problems in TurboTax, so sometimes you need to clear your cache (that is, remove these temporary files).

This is not a fix. I removed all caches and reinstalled the Home & Business 2019 SOftware and checked for updates. The forms are there. The problem is that with the inclusion of schedule B Turbo tax does not allow electronic filing. I have seen one workaround that involves treating every rental as a separate activity to avoid agglomeration. However, this is not possible if you treated them as an agglomeration in last years return.
Form 8995-A Schedule B e-file will be enabled in the update scheduled on or about 4/1/2020.
