Turbotax says 9 digits is too many for a routing number, but 9 is the correct number. The program won't allow direct deposit as a result, This RTN worked last year. Has Chase Bank instituted new RTNs for direct deposit? Help!

No, that's not true. My Bank Routing Number is 9 digits. Make sure you're not entering the Routing Number where the Account Number goes; that field may not take 9 digits.
Try closing TurboTax, clear your Cache and Cookies and return to the File section.
Don't cut/past the Routing or Account numbers; best to type them in manually.
I tried your suggestion, including closing the tax return, closing Turbotax, and then reopening after I've cleared the browsing history and cookies. I still get the same response. When I click "Review", the only error that comes up is that there are too many digits in the routing number, which is [removed] (Chase Bank of Illinois). I clear that number and retype it, but when I click Review again, the same error comes up.
That is very strange. Here's a Link from Chase Bank that specifies that Routing Numbers are 9 digits.
Since we can't see your return in this forum, I'd recommend you Contact TurboTax Support, where they can get into your computer to help resolve your issue.
Maybe it's some kind of anti-virus, blocking software?
