Turbotax Premier 2025: Cannot efile

I tried to efile just my federal tax return.

I get this error:

"We are experiencing internet transmission problems.  Your transmissions did not go through.  Intuits Electronic Filing center did not receive your returns.  Please try again later.  Error 2".

I am using the Desktop version of Turbotax Premier 2025 on windows 11.  I saw this error yesterday and today. I do not have any attachments on my tax return.  I tried turning off my firewall, but I still get this error.

You may need to do a manual update. 

Try clearing your Cache and Cookies and then try this link instructions.

I was able to efile after I turned off VPN.
