Yes you can do things manually, but that is the point of buying the software is that we should not have to.
Further, reporting the issue now and getting the bug fixed now will some in handy so i can be ready when the filing period does open.
I put trust in Intuit to do things right and deliver what the software clearly says it will do. if there is a bug for this issue please document it so we can just follow up on that issue. spending hours on the phone with support is ridiculous.
Spent an hour with support ... they had no clue and so far no help.
Basic problem is in TT. Under File - Import - From Accounting Software ...
It ONLY LISTS Quickbooks(2022-2024)
Helpdesk was unable to understand why or resolve.
Sent me multiple solutions that all say select Quickbooks(2019-2024). Unless and not understanding the issues.
Same with all replies from Community.

Quickbooks is no longer supporting certain functions in programs prior to 2022 so the ability to import to TT may be one of those options you can no longer do ... they want everyone to upgrade the desktop program or switch to the online subscription model.
And the FAQs still mentioning 2019 - 2024 may not be correct and need to be updated.
Not true.
Turbo Tax support logs into their system and sees 2019-2024 on the screen. Agent logged into my computer and saw my different display. But they were clueless. could not get anyone to solve and after an hour I had to quit.
Follow up email from support, just like many posts here, gave me the steps to import whcih I already know several differnt routes, all end in the same dead end! Only "2022-2024" or "No Quickbooks file found"
They have a bug ! ! And support is either unwilling or unable to log it and get a resolution. After years of good service they now are less than adequet. Unfortunately, that is all too common in multiple businesses today.
Ran the Update to TT Biz 2023 v023. 000. 0207 today... still no improvement

I called TT support again today... no Solution yet.
The support Rep said it is a known issue with no current solution. when i asked if there was a Bug logged, she said she didn't know... but that support Managers were aware of the issue.
As i was on the call i checked for updates, tt no updates still on version 023. 000. 0207
however, QB Premier 2021 had a critical update come through... it didn't bump the version, so we are still at 31.0.4016.0... is there a log someplace of what was updated?
end result is it didn't solve the issue... TT still fails to Import from QB2021
Thanks to everyone for posting - I'm here because I have the same issue (TT 2023 Biz not finding my QB desktop 2021). Intuit has done everything they can to do away with those of us that use the stand alone software. The only option now is subscription. Other competitors are the same. Glad I'm retiring soon so Intuit won't have any of my business any longer. It simply shouldn't be this hard in my opinion!
I'm going to post it into TT manually since I've wasted way too much time already thanks to Intuit.
This issue is still not resolved. If you want to be helpful escalate it up the chain and let's get some action or at least a clear response from the folks at TT and or QB both of which are Intuit franchises anyway!!!!
Seems the answer is clear, there is no intent to fix this bug.
the workaround i found on other threads does work if you have the Harddrive space to support it.
You download and install the QB Enterprise 2024 Trial version... BUT DO NOT OPEN IT BEYOND THE FIRST LAUNCH AFTER INSTALL and Reboot... ON THE FIRST SCREEN YOU WILL FIND A BUTTION TO EXIT QB... DO THIS. Now QB 2021 will be found by TT Biz (and i think Home & Biz) and QB 2021 will open and run normally. TT23 actually opens QB 2021 to complete the process.
As a backup i took note on how QB is mapped to TT in case i need to manually enter them next year.
Still looking for an On-Prem Desktop Solution without the "PLUS" Subscription. QB Sales tired to justify the 100x Price increase on inflation... and added functionality (functions i don't need or use). At least the MS 365 Subscription was reasonable... Intuit just wants all our Profit.
As of 2/18/24 this still does not work. TT phone support is less than useless, all they wanted to do was e-mail ne threads from here. They refused to elevate the ticket even after I asked multiple times.

Turbotax on demand says "To import data from QuickBooks, you must have QuickBooks 2007 through 2024" but Turbotax file, import from accounting software, shows Quickbooks 2022-2024.

Ok so I was hoping Intuit would have fixed what seems to be a problem. I'm willing to update my quickbooks if I can find a Desktop Pro 24--please let me know if you know where I can find a copy.
