TT does not add Underpayment Penalties to the owed amount

TT tells me that I owe $120 Underpayment Penalties and I agree although my calculation is $124 (went through an excel 2210 form manually).

TT also says "The balance due on your return includes this $120 penalty"

Problem: That is not true. It does not include it.

How can I resolve this?

Yes it does.  It is added up to line 23.  Follow the math.  Subtract line 19 from 16.  Is that the amount on line 23?  Plus line 24.

I am not much familiar with TT. Tax Summary in Tools shows it clearly.
