In your redacted/shared file, I did see last year's unemployment as you shared in your screenshot below. It simply says start because you had it last year and it is suggesting that you may have a 1099-G for 2021. There is no way to change that because it was on your return for 2020. Is it preventing you from e-filing? I did not see any problems that it was creating in the redacted file. You can simply ignore this if it isn't creating a problem for you. It is for comparison only.
Since you did not have unemployment in 2021, your 2022 tax file will not have Start next to this section.
When you click on Start, are you see the 2 pre-questions? And are you marking Yes on the first one? Are you able to enter the information form your 1099-G but it is not saving the info or is TurboTax not asking for the info from the 1099-G?

No. I replied, "No, I didn't," as I did not receive any unemployment or unpaid family leave benefits in 2021.
I also recall in previous years, that there was a method for removing forms from my return. I expect these questions are being asked as I did receive some unemployment in 2020, and this form has carried over to my 2021 return.
I've looked for a means to remove this from my 2021 return, but haven't found the method, yet. Therefore, stuck not knowing how to resolve the situation.

To remove your unemployment information for 2021, please follow these steps in TurboTax Online:
Once you remove the unemployment from the trash bin icon, it should disappear from your return.
After step 4, I see the following screen, with no option for deletion, no trash bin icon, no means of navigating to a screen with such a trash bin:
If I repeat step 2, I can see that my previous answers were saved. I also skipped to the Federal Review - saw options, there, for deleting other forms for sections I hadn't yet completed, but no option to delete the 1099-G. If I've answered the questions, and my answers are saved, one would expect the screenshot, above, to report "completed" or "0.00" with the "Start" button replaced with an "Edit" button.
I would call this a bug. What do you think?

Ok - "Tools" doesn't display all the time in the menu - it is dependent on, at least, being clicked into one of the menu items on the "Tax Home" menu. Once, I clicked into "review/edit" for "wages and income," it should up - barely - was practically off the screen at the bottom.
Found tools and delete form section. Did not find any 1099-G records on the list. I also searched the page for "unemployment" and "paid" just in case it was their by title without a form ID.
I also tried a different browser - no luck.
If you are still getting an error, it would be helpful to have a TurboTax ".tax2021" file that is experiencing this issue.
You can send us a “diagnostic” file that has your “numbers” but not your personal information. If you would like to do this, here are the instructions: Go to the black panel on the left side of your program and select Tax Tools.
We will then be able to see exactly what you are seeing and we can determine what exactly is going on in your return and provide you with a resolution.
