third payment system

When i filed for my year 2018 taxes with turbotax Cd, i had to pay back the irs money so turbotax directed me to a third party {Vendor} SO MY REAL QUESTION IS WHY TURBOTAX did not made the transaction through the irs account????

Can you provide more details - TurboTax does not have access to your IRS account.  Who is the 3rd party and what are the details?
