They provided two bars for the State taxes bow. With items 15-17 the bottom bar was filled and the top one was clear. Do I input the information on the top as well?

This is when they first pulled my info from my W2

If the imported W-2 information shows nothing on the first line of the state info then move the second line info up one line AND  then delete the second line .... DO NOT enter the same info on both lines ... this action will not result in a happen ending.

Yes, you can edit to put one line of state information on the top line of your state entries and delete the excess.
