The IRS has rejected my federal and state returns because it says the AGI I entered for the previous year (2019) is wrong. However, it is correct. Not only is it directly from the form I filed, but when I call the IRS hotline, it confirms the number. What can I do, since this is some sort of IRS error? Their phones are too busy and I cannot reach a human. They do not put you on hold or take messages.

You can also obtain an Identity Protection PIN (IP PIN). You may be able to e-file using that. To obtain one, go to: Get An Identity Protection PIN (IP PIN)
If that doesn't work, you will have to print and mail your returns.
try another tax software provider and you will probably see your return go right through no problem.
Having an IP protraction PIN does not absolve you from entering the correct AGI to e-File.
IP protection PINs are mailed in January.
