@reagansmom1 - Please check to make sure that none of your dependents or family members do not have insurance on the market place. This is sometimes the case when you keep receiving the error or rejection.
Can you please confirm that you've logged into a Marketplace account or called the Marketplace to confirm that none of the SSN listed on your tax return had marketplace insurance at ANY time during the year and there is NO 1095-A that was or will be issued?
Try this if you are certain you are not covered through the Marketplace.
If you were not covered at all through the Marketplace, then it is possible that form 8962 is hanging in your return. If you are not covered, you can take these steps to fix it and resubmit your return.
Click Deductions and Credits
Scroll down to Medical and Click Show More
Click Start or Revisit next to the ACA
As you walk through the questions, you will be asked if you received a 1095-A. If you did NOT, click YES.
You will need to put a little information in the form and enter $1 for the January amounts
Delete the 1095A entry.
Go to Tax Tools>>Tools>>Delete a form then verify there is no form 8962 or 1095A showing. It should not be. If it is, click delete a form.
You can then resubmit your return.
Neither of us did. I have already tried to create the False form and delete as the system keeps changing my response back to yes.
Just to clarify, if you have e-filed your return and gotten an IRS rejection code F8962-070, it could be because there is a partial entry in your return or because they have information from Healthcare.gov about Marketplace insurance and are looking for a 1095-A on your return to match their records. This might be because you or someone on your return began an application for insurance but did not actually enroll or for some reason Healthcare.gov erroneously has something connected to a social security number on your return. Forms 1095-B and 1095-C do not need to be filed and should be kept with your tax records. Please do not enter their information into TurboTax.
When our interview section Affordable Care Act (Form 1095-A) for the Marketplace insurance reaches the screen Did you receive Form 1095-A for your health insurance plan? it will default to "Yes". If you select "No" and Continue, it will not generate any Form 8962 information into your return. If you come back, it will default to "Yes" again, but it remained the "No" you selected until the time you came back into the area. This is as it should be.
In TurboTax Online, to be sure there is not a partially completed form in TurboTax, please check here to delete the form from your return. This will delete both the form and the entries. Please check for any Form 1095-A and also Form 8962.
If you have already checked online at Healthcare.gov for 1095-A information and do not find what you need, you may wish to call them and see if there is any reason they would have told the IRS to expect a Form 1095-A. You may reach them at:
1-800-318-2596
(TTY: 1-855-889-4325)
Available 24 hours a day, 7 days a week (except holidays)
Once you have resolved the Healthcare.gov information, the IRS should accept your e-file. In the past, they would accept the e-file but then route the returns with Marketplace questions for special processing that caused significant delays. This way the issue can be addressed and your e-file should not be further delayed after it is accepted.
For more information, please see this TurboTax Help article IRS rejection code F8962-070
If you have a different rejection code, please post it here and it will help us investigate.
If you have verified in Delete a Form that there are no Form 1095-As and no Form 8962s and the Marketplace confirms it does not have information for anyone on your return yet it continues to reject, we would like to take a deeper look at this. It would help to have a diagnostic file, which is a sanitized copy of your tax return that has all of your personal information removed but has all of the forms and numbers entered. You can send one to us by following the directions below and posting the token number here so we can access the sanitized return.

There was an update with available information on this recently. The IRS is rejecting returns with this code because they believe you or someone on your return had insurance through the marketplace. Since you did have insurance through the marketplace in 2019, you may still just be on their list.
You can try to enter $1 for the 1095. This will not affect anything on your return, but having the form there may get the IRS to accept your return. To do this take the following steps:
Let me know if this works.
Thank you. I was finally able to create a 1095-A with 0s and 1s and got it approved.

A Form 1095-C is not entered on a tax return.
If accepted by the IRS use the federal tax refund website to check the refund status - https://www.irs.gov/refunds
After the tax return has been Accepted by the IRS (meaning only that they received the return) it will be in the Processing mode until the tax refund has been Approved and then an Issue Date will be available on the IRS website.
See this IRS website for federal tax refund FAQ's - https://www.irs.gov/refunds/tax-season-refund-frequently-asked-questions
Thx for responding, I did resubmit and completed on the 28th of Feb and it still says, recieved still processing. Shouldn't be worried?
Only the IRS knows what the issue is that's delaying your tax return.
Just as a note. The IRS will never call, email, or text you if they have a problem.
The IRS has stated that the typical time to process a tax return is 21 days, but there may be delays for many reasons.
If you are being told that it's still in process, the IRS has not finished checking it out, and they will take the time that they need.
You can check the status of your tax return. You will need:
