Re Surface an asphalt parking lot - Expense or Depreciate

I recently had to mill out part of a parking lot for an office building.. The old asphalt was wearing out. The asphalt was not removed, but ground down an inch and a new layer put on. The cost was approximately $34K. Maintenance or Improvement. If Improvement, how do I figure out the depreciable life of this top coat. It certainly will not last more than 7 years. Thanks
