You can delete "Form 8915-F" and "Qualified 2020 Disaster Retirement Distr" if you did not take the distribution:

Answering "no" did not resolve the issue for me, either.
The key is correcting it in the worksheet. So, try the followings:
- First, delete the form, 8915F.
- Find the worksheet, "8915E Wks " in Forms (or click Forms). Note that the worksheet, not the form.
- You should find questions like this, "if you received any distribution in 2022 related to a disaster that occurred in 2021 or 2022. Check this box."
- Uncheck the boxes if checked, ( C for my case).
- rerun the smart check.

What you described does not work. Do not send these instructions unless you tried them and prove that they actually work. I've spent a full day following the steps you just wrote, deleting the form, reopen 1099R, answer 'No' to the question, rerun the smart check in vain. The error still persists. I wasted my time, so did other users as I see in the community.
So, please stop sending unproven steps and hope that you convey this issue to the TurboTax development team rather. This has to be fixed by the TurboTax development team. User should not suffer the defect of TT software. This is a software defect.
The problem is in the worksheet, 8915E Wks.
The disaster question box is checked in the worksheet, 8915E, by default. This nullifies the answers that users made in the questions related to the disaster.

I was not able to reset the 8915 form by going back through the questions and answering "No". Apparently once that form is created, it does not go away by reanswering the questions. However, I did see the post that recommended going into the forms and deleting them directly. I clicked on the forms Icon (which is in the upper right hand corner in the CD edition of Turbo Tax) and deleted all documents that referred to the 8915 form. Once I did that, I was able to go back and complete the income and deductions sections again and the software allowed me to efile last night.
