State taxes say DUE on my TurboTax account an it was deposited in my cash app account but it say failed

My state refund was deposited in to my CA account  but it says deposit failed an on my TurboTax account it said Due does that mean the state franchise  took it

We can't answer that question.  You will have to check with your state Revenue Department. Once your tax return has been e-filed, and accepted, TurboTax doesn't have any other information about your refund.

Turbo Tax doesn’t get any info on your return or refund after you file.  The IRS and state don’t update Turbo Tax.   Where are you seeing “deposit failed” and Due?   Check your return.   Does it show a Refund or Tax Due?   If your Turbo Tax account says state tax DUE you don’t have a refund.

I no they took it but I wonder why it would so up in my cash app account an it came 3 days after filing to is that strange to you?

According to this California Franchise Tax Board webpage, it could take a month to process a refund for an e-filed personal tax return. 

You can check the status of your California refund using this tool.
