So the account balance on my transcript shows -$1500. When I initially filed it said I owed $143. Does this mean I'm getting a refund or not? I'm so confused now.

I'm not an expert, but I don't know what you mean with the word "transcript" and account balance. 

Did you file your tax return?  Was it accepted?

To see exactly what is on your return, you can use the "Forms" method.

Forms Method:
Click the "Forms" icon in the blue bar at the top right of your screen.
From the list of forms, click the form you want to review. 

(In this case, form 1040, lines 34 and 35a show a refund if it applicable. 

Line 37 shows the amount you owe, if any.)
Review as many forms as desired.
Hint: You can also review your state(s) forms here.
To return to the step-by-step process, click the "step-by-step" which is in the blue bar at the top right of your screen, where the "Forms" icon formerly was located.

No it had to do with code 766 , a refundable tax credit. Per Google I should be getting the 1500 less what I owe. Just trying to confirm that.
