Problem with reinstalling TurboTax Premier after uninstall

Hello,

   I had 2021 Premier downloaded on my laptop (bought digitally through a large retailer).  It was having a couple of issues, so I had uninstalled it.  I went to reinstall it this morning (same computer) and the link from the retailer says I have reached my max downloads.  I put the activation code into TurboTax and it says the activation code (key) does not exist.

TurboTax shows me downloading my 2021 state, so why is TurboTax saying my software key is not valid (after I had it on my computer for 3 months)?  I have already contacted the retailer, but my 2021 turbotax files are on my computer.  If TurboTax would allow me to download it and then put in the key (not require the key to even download), I think that might solve the problem.

Is there a way to download turbotax and then put in your key (after download)?
