I see this in my question from TT: Instead of a refund meter at the top of your screen, you’ll see your refund or taxes due in the Federal Review section of TurboTax Online. For accuracy and simplicity, we show these totals after you enter your income, deductions, and credits instead of a running refund tracker at each step of the filing process.
TT I put in my information and like to see what the difference in income is if I claim 0 or 1 and the impact, then to see the impact my deductions have and whether I should still do them or not. Seeing my refund does no good at the end as I don't have all of the information I need yet. So, if I owe something, it would be helpful to see how much I have to say invest in my IRA or whatever. Please bring this running total back. Long time customer, really disappointed to see this go.

The refund tracker is available on the app on my phone but not on the web version. What are you doing TT? Time to use Tax Slayer.

Possible workaround
This may be anecdotal, but I got my refund/taxes owed monitor to come back simply by going to the left-column menu and clicking on the REVIEW tab (the one just below the State Taxes tab.) That made it pop back up in the left upper corner. Since then, it has persisted and has been working for me. If anyone tries that, please report back on whether it worked for you, too.
NOTE: If it doesn't show up after clicking on the REVIEW tab, it may be hidden underneath a link "Explain my taxes" in the top left corner. Click the little arrowhead next to "Explain my taxes", and it will make that move out of the way, revealing the refund/taxes owed figure underneath. Then you can leave that open. At least, that is what I observe in my situation.
Thank you for the advice! I tried it and it didn't pop up for me. I cleared my cache yesterday too and use Chrome, so maybe i'll just have to play around with it! Thank you!

I experimented and also discovered this. If the meter doesn't show up in the top left corner after clicking REVIEW tab in the left-menu column (the one just below "State Taxes"), it may be hidden underneath a link "Explain my taxes" in the top left corner of the screen. Click the little arrowhead next to "Explain my taxes"--not the words--and it will make that move out of the way, revealing the refund/taxes owed figure underneath. It works like a toggle. Then you can leave that open to keep the figure displayed.
I'll also add that tip to my answer above. Does that work for you?

Did you first click the REVIEW tab in the left menu column--the tab just below "State Taxes," as in my image I posted a couple days ago? That's how I got the meter and "explain my taxes" to appear earlier this week. If it's working for some folks but not others, I can't explain that.
Last year once you clicked review the running totals reappeared. That feature is missing this year. Its the only reason I use turbo tax. Please bring it back
Agreed, removal of this feature is a bad decision very disappointed
Disappointed that the running total of the refund/tax due is no longer available. This may cause me to check TaxSlayer that displays while preparing the tax return
