Can I install two turbotax downloads on one computer (to save on multiple state returns)?

You cannot and it would do no good anyway.   It is the IRS that only allows 5 e-files from the same computer, email addressee, or IP address reguardless of how many  copies of TurboTax you buy.

There is this Desktop efile error FAQ.  I don't know what it means.  It is interesting and might apply to multiple installs?  Don't know if that means on the same computer or what?  So does this mean you can efile more?  Kind of sounds like it.

INCORRECT !  You cannot install the 2019 Home and Business version after installing 2019 Premier.  Just tried it.

You appear to have misread AnthonyC's post. He explicitly wrote that your "Home and Business" is not the exception.
