One last thought, after you get E-Filing to work, it would be a good idea to go back to your turbo account profile and remove the US number that you used.
Today is 25 May 2020. I got this error message when efiling. I managed to solve the problem by going to my main Intuit account and totally deleting my phone number from the main account (not the tax information). Leaving the phone number space blank. I was then able to efile my returns correctly. Just remember to go back and update your phone number at a later date.

It's now June 1st and I just received THE SAME error message. I'm trying to file from Botswana using TurboTax together with my sister's American cell number. Like others, I have been using Intuit for years. This is FRUSTRATING. Intuit, thanks for fixing asap.

If the phone number is a conventional USA number it should solve the issue (i.e., not a virtual number, Skype, Google phone number, etc.) when you use the procedure below. If you have a phone number listed in your Intuit Account settings, then you must make sure you use a valid 10-digit USA phone number in both your Intuit Account settings and in your return. A couple of people have reported it also may be possible to leave the phone number blank in the Intuit Account settings.

Hi. I experienced this same issue until I went into my Intuit Account (not Turbo Tax) and deleted my phone number. See above screen. Once that number is deleted. Go back to Turbo Tax and file your taxes. After they have been sent, you can go back into this account and add your phone number back in. I am in the UK.
I removed my number from the TurboTax account profile. But the federal tax return is insisting I enter a telephone number --for me to e-file. So I entered a US number of my friend only in the federal tax return. However, my address is still international (India).

Removing the foreign number from my Intuit account did the trick! It took a couple of re-tries on e-filing so I guess the system did not update immediately. Probably an hour after my initial Transmission error it went through. Thanks for the post!
Thanks for clear instructions. I revised my Intuit Profile using my brother's USA cell phone. But I had to logout and then login again before it would finally successfully submit my return.
I just solved this by using my parent's US landline as the number on my Intuit account and return. I did not have to verify the number for the Intuit account. Good luck!
An interesting twist to this story...if you supply a friends' number be sure to avoid ticking the box after for receiving an SMS update that will appear. The solution provided by Lfield worked for me
Yes, that was issue. Had international cell input in accounts profie as that's what's primarily used. Why would these Intuit morons even give you such an option if it's going to cause the problems? Idiotic.
Filing from England and getting the same error message. It worked fine when I filed last year. Phone number in my return is a US number (my brother's land line) so I cannot use it as my phone number in my Intuit account since I can't use it to receive SMS messages. My UK phone number has been verified recently. (I also received an SMS message recently when I had to confirm a new device.) Workaround to remove the phone number from my account doesn't work; it will not let me delete the phone number. HELP!
Sorry that we're all having this issue but I felt a slight relief that i'm not the only one. Hope turbotax fixes the bug soon. Its very hard to send important documents from Philippines to US. And I spent a lot more this year, $120, for a turbotax product as the deluxe edition was changed to not accommodate even a simple self employed business.

I signed up for a skype USA number and added it to "My Info" as well as to Intuit account. Closed browser and logged in again and e-filed. It worked!
Note: You have to add the USA number to Inuit account as well as to My Info, then close browser(important).
The whole thing is stupid. If Turbotax software knows if a customer is international client, why ask for a USA number? I had similar issue with MAX benefits section as well.
