The IRS requires that you include form 2848, which is a power of attorney specifically for income tax returns. If you can visit your brother or mail him form 2848 and get a signature, that would be easiest. Your brother would fill out part 1 which specifies what authority he gives you, and you fill out and sign part 2.
If it is not convenient to get your brother to sign a form 2848, then you can still file his tax return using a copy of the durable power of attorney that you have, but you must still include a form 2848 where you fill out and sign part 2 as his representative.
