I’m moving to Hawaii in 3 months but currently live in Oregon. When I file my state return, is it to be based in Oregon or Hawaii? And based on this change, are there any other tax changes I should be aware of?

For the year 2022, based upon your move date of three months from today, you would file an Oregon tax return in 2022.
In 2023, you will more than likely be filing a part-year Oregon and a part-year Hawaii tax return. TurboTax handles part-year returns, but you need to make sure you've set up your personal information correctly for us to do so.
Keep good records of your moving expenses when you move to Hawaii. Hawaii is one of the few states where you can deduct the reasonable expenses of moving your household goods and personal effects and of traveling from your old home to your new home. Reasonable expenses can include the cost of lodging (but not meals) while traveling to your new home. You cannot deduct the cost of sightseeing trips. Trying to enter a moving expense in 2022 Hawaii state tax filing but Turbotax says "does not meet mileage test" even though move was from CAlifornia to Hawaii. Entered full address for each location and now trying to reach Turbotax to figure out the issue. Customer support only "reads to me the federal tax deduction changes for moving expenses" which is not helpful. When I mentioned twice to service agent this is for the Hawaii state tax return she hung up. Any advice appreciated.
In the federal section, you enter the moving expenses. Answering self-employed or employee and expectation to work after arrival. The next screen asks for mileage. This is where the distance test is met. From old home to new workplace must be filled in.
In the state section, you must mark that you moved into Hawaii, otherwise, it is not deductible. Entered the addresses and weeks.
