Line 18 LOCALITY

This box is empty on my 1099-R. . Turbo tax keeps insisting on me. Putting an answer in that box, but the box is blank.

After you entered the information in the boxes though box 16, did you accidentally check that box that says 

"I have info in boxes 17-19?"
