I am a US permanent resident spending more than 330 days out of US in 2021, due to working in foreign country. I have no earned income from any state within USA.
Do have to file state return? Thanks.

Not if you have no California source income.
If you have no income in any state in the US you are not likely required to file a return. If you want to maintain a residence or address in the US then you may owe a state return depending on where that address is located.
If I just want to have a mailing address of my friend's home in CA, do I need to file state return for CA? Thanks.
