If you have entries in any of the boxes 18-20, then the program may need the associated state, which is simply the state where the wages were earned (i.e. if you worked in New York City, then New York is going to be the associated state). It should also be the same state as your earlier entries (box 15).
If you don't have any of those local entries, then you shouldn't need to select an associated state. If you are getting an error related to it, make sure that you didn't put any "0" in the boxes as the program will read that as a number and then require the entry. It is also fine to just select the same state as box 15 to clear any errors as it won't have any impact on your return.
