"accept" just means the IRS has received your efile; it's the same idea as the mail room signing for the tax return in a physical world
Turbo Tax charges you for creating the tax return....it does not charge you for efiling.
So whether you efile or paper file, the Turbo Tax charge is the same.
If you were having the TT fees withheld from the federal refund and the return cannot be efiled for any reason then the fees are not considered paid. If you wish to stop and walk away at that point you can fee free. However if you choose to change to a mailed in return (in the FILE tab) then you will need to pay the TT fees upfront ... step one of the FILE tab will require payment before you can continue.
