If your return was rejected you have an email with a rejection code or rejection message. What does it say?
ND-031-04 is the code talking about a AGI
That means your AGI does not match the IRS records. Here is where to find your AGI:

Your 2018 tax return shows your 2018 Adjusted Gross Income (AGI) If you filed a joint return then the AGI is the same for each of you.

If you are using the same TT account that you used last year, you should also be able to find this number in your Tax Home for 2018
If entering the amount from your 2018 tax return does not work, then try entering “0” instead. If that does not work and you still cannot e-file, then print, sign, and mail your tax return.

If you didn't file a 2018 return your AGI is 0. If it doesn't take 0 then you will have to print and mail your return.
yes. if the IRS dosn't have your 2019 return , it will be based on your 2018 return. in actually this is an advance. the actual credit you are entitled to will be computed on your 2020 return.
