I received a letter asking to various my identity I can’t get ahold of anyone online or by phone and it’s stopped my federal return / stimulus what do I do?

I have tried with no success on the website because it refuses to accept my information, and after waiting on hold on 3 separate occasions I was asked a series of questions before being asked to provide a 13 digit identification number and i have no clue where this number is located and after not entering it I was disconnected

wasn't there a 13 digit ID number on the notice? 

anyway, the IRS phone lines where you can talk to a human are either closed or if open expect an extremely long wait because they were shut down for a period and now there are a vast number of people calling and the IRS offices are not fully staffed.
