You are posting on thread that is over 5 years old and the answers provided may not apply to your situation.
What exactly are you trying to do in the TurboTax program?

A 2017 tax return? If you are filing a 2017 return for a tax refund, it will not be paid since is beyond the 3 year limit for filing a refund.
If taxes are owed you need to file the return.
What are you trying to enter on the tax return?
Long shot but how did you resolve the problem. I seem to be having the same issue now.
Do you have a Schedule C business? There is a question near the beginning of the Schedule C section that asks if you have an EIN. If you don't, just answer "no" to that question and you shouldn't be bothered by other questions asking for you to enter it.
You are required to have a Tax ID or Employer Identification Number(EIN) - it's the same thing - if any of the following apply:
- You pay employees in your business.
- You don't pay wages, but have excise tax forms or other returns to file that require an EIN.
- You are a sole proprietor or farmer and have a Keogh plan.
- You are required to withhold taxes on income, other than wages paid to a nonresident alien.
