I just got back from the post office mailing my paper 1040 with Forms 8621 and 8938, which TT doesn’t support. Now preparing to e-file my NY return only to discover that TT doesn’t allow me to do that because I didn’t file my federal return electronically. Is there a work around for this or do I have to go back to the post office?

If the federal tax return was not e-filed and accepted by the IRS using TurboTax, then the state tax return can only be printed and mailed, it cannot be e-filed using TurboTax.

I have a followup to your response. I have not yet received the PFIC form form the corporation where I am an investor. I have looked at form 8621 however it is unclear where dividend income should be entered on Tax Return. They say to enter as "ordinary income" however I am now perplexed as to where this would be entered in TurboTax once I have a figure from Form 8621. Thoughts on this?
Yes, here are the steps to report the dividends as ordinary income.

Unknown. However, most likely if the TurboTax software does not support a particular IRS form, the tax experts in a TurboTax store would not support the form.

You can enter the tax from Form 8621 on Schedule 2, Part II, Line 17q in FORMS mode in TurboTax Desktop.

@MarilynG1 thank you so much for the reply. unfortunately, i can't use desktop version since my OS is not compatible. can i print my 1040 from turbo tax online and then using a pdf editor type in the numbers in 17q or manually write it and then mail my returns? will that work?
I'm sure the IRS would accept your return using a PDF editor to add the tax on Schedule 2, since you're using TurboTax Online and mailing your return. However, there are several other lines in your return where you would need new totals on too. Schedule 2, Lines 18 and 21, Form 1040, Lines 23, 24 and 34 or 37. I'm not sure the TurboTax Audit Guarantee would cover this situation.
It may be easier to report the income in the Interest section, as suggested by @DaveF1006 above, and let the IRS add the tax to your income. Include Form 8621 with your mailed return.
