Is your email address wrong in your TurboTax account? You can have the verification code texted to your mobile phone if you no longer have access to your email. Please see How do I get a verification code if the email address is wrong? for instructions.

Just be patient. Their system was written by children, and it will typically take four our five attempts to process a payment of $45. I've just wasted 40 minutes of my life changing passwords, checking emails, re-entering codes. It finally accepted the money, and actually processed my return.
There is a new round of updates every time I open TT. These folks really need to get their act together!
