How can I add a (nonresident) state return to my 2019 filing?

I filed my Federal return with TurboTax, and now I need to add a STATE (CA 540NR) to my 2019 return, but not sure where I can do that online?

You will not be able to do that online. If you need to amend your 2019 tax return, you will need to use the desktop software to amend. And the return can only be filed by mail; you cannot e-file a 2019 return.
