Hello, In my 1099-G I received from the state of Michigan, Box 10a and Box 10b are empty (greyed out), but I have a value in Box 11. How should I fill it in TurboTax ?

Please see the attached link for the state ID number. 

Michigan Form 1099-G ID number information

This number will need to be entered into the program to ensure your return allocates the state withholding, if any, to the correct state.

This will affect your overall state tax liability or refund.
