Form 8915-E is only supposed to populate line 4c if line/column 4b is more than $100,000, but it is populating 4c with $100,000 even though the total of column b is well under $100,000. According to the form instructions, 4c should be left blank in this situation.

I don't see how that can cause any problem so it seems to be irrelevant.
Thanks - you may be correct that it doesn't really matter how that field is completed. I am not sure how the IRS software is programmed and how it will handle that particular entry. Mainly wanted to let the Turbo Tax folks know that the new form is not working exactly according to the IRS instructions (if they read these).
It is just the default value and does not come into play unless the other columns are over $100K.
