In entering information for my K-1's TurboTax says Form 7203 is required because I received a non-dividend distribution. In Part III, item 16D of the K-1 is just generic distributions. In my case the distributions equal the dividends, so my reading of Form 7203 instructions means the form is not required. TurboTax needs to ask if distributions equal dividends. I'm sure I won't be able to file unless FORM 7203 is filled out. What do I do?

If you have an entry for distributions on line 16 D, you are required to complete Form 7203, even if you believe the distributions are actually dividends.
Did you receive a 1099-DIV reporting the same amount?
If you did, you need to get the company that completed your Schedule K-1 to make a correction and remove the amount from line 16 D.
The purpose of Form 7203 is to calculate whether you have enough basis to receive tax free dividends (or distributions) from the organization.

That all makes sense. It's disappointing TurboTax doesn't offer more assistance in filling out Form 7203.
Really disappointed as well. Makes me want to look for a different software solution next year.
