I am receiving an error message that states Forms 1099R Summary Line 26d - Spouse plus line 28c minus Spouse should not be greater than $3,000. I changed the number that I input for health insurance paid to $3,000 but the number on line 26d is not changing from $5,000. $5,000 is the correct number.

Please revisit your 1099R data that you entered into TurboTax. Here's how:-
I have done that several times and they match. The problem comes from the fact the taxpayer is a public safety officer. Turbo Tax asks a special question of public safety officers who received a 1099. Turbo Tax asks if any of the 1099R was used for health insurance. The answer in the taxpayer's case is yes. In the amount of $5,000.
It sound like the problem is on the summary, not the 1099-R form. Try this:
The Form1099R sent by Defenses Finance and Accounting Service has an error for federal Identification Number.
I received a corrected copy from DFAS the number on the copy filed is missing the last number 2.
After hours trying everything different and 1hr 45minutes on the phone with turbo tax the ONLY way the error message (Line 26d) would go from $6000 to $3000 is if you say on the second 1099R for health insurance that you are NOT a police officer.
The program automatically puts in the $3000 from the original entry of your occupation.
