I am an american citizen living overseas ، i am unemployed without any income , i want to see if i can file 2020 taxes and get my second stimulus check since i did not file for 2019 ? Does the turbotax offers this option ? Can i get rebate through a debit card issued by turbo tax even i live overseas ? can they send it to where i live or it is only for people living in USA ? Thanks

The IRS has not yet released information on the best way for taxpayers who are not required to file a tax return to receive their payments during the 2020 tax filing season. You may want to check these references periodically for an update that will provide those instructions: IRS Updates on the Second Stimulus and here: TurboTax updates on the second stimulus. Both of these sites will continue to be updated as more information becomes available.
It may be that the recommended course of action is to file a tax return for 2020, in which case you can certainly use the TurboTax product. However, the TurboTax debit card would not be an option available for the stimulus payment only as a tax refund would be required to initiate the process to receive the card.
Do you have a national bank in country that will deposit/cash a check from US Treasury ?
Thanks for your response . Regarding your question i don’t have a bank account neither in USA nor where i live . i got the first check three months ago but i was unable to cash it .

TurboTax does not ship debit cards, nor issue refunds. That is the responsibility of the taxing authority. See if there is a bank in your area that has branches in the US. That may be an option to have the funds deposited. Your best bet in my opinion is to file a return for 2020 showing you did not receive the economic recovery money and get a refund.
