The IRS has not yet released information on the best way for taxpayers who are not required to file a tax return to receive their payments during the 2020 tax filing season. Both of these sites will continue to be updated as more information becomes available.
It may be that the recommended course of action is to file a tax return for 2020, in which case you can certainly use the TurboTax product. However, the TurboTax debit card would not be an option available for the stimulus payment only as a tax refund would be required to initiate the process to receive the card.
