I am planning to file a federal tax return as Married filing jointly and state tax as Married filing separate using the below steps
1 The link details how to file joint tax return and separate tax returns but it does not clarify when filing state tax return for primary which federal return should be attached to state tax Married filing joint federal tax return or Married filing separate Federal tax return?
2 Do I need to paper file state return ?
3 I am resident in IL and my spouse moved out of IL in July 2021to Canada. She was not working when she was in IL and the only income she has is from bank interest which is around 27$. Does she require to file a state tax return? Should the state return filed as a part resident for her

1. IL filing status rules are here. You can file MFS using your MFJ federal return with amounts allocated between you.
2. You can e-file IL, it is a stand alone state and does not require the federal return for filing, see here.
3. See IL filing requirements. It looks as though your spouse may need to file a part year return.

I have one follow-up question.
Part resident in IL has to fill IL 1040 and schedule NR.
Since my wife moved out of IL to CANADA.What should I put in line 4 ?
Leave line 4 blank.
According to the Nonresident Step-by-Step Instructions in 2021 IL-1040 Schedule NR Instructions, the line is specifically looking for an entry of a state abbreviation, not another country.
