This worked. You must change your phone number and verify it in the Intuit Account page. It is NOT the "My Info" phone number on your 2019 taxes. I made sure these 2 numbers matched and it worked. Thank you Jham100

Change your phone number to a US number in the Intuit Account of Turbo Tax. This solved my problem. No need to verify this number in the Intuit Account just click exit when your are done. Then go back to you return an continue filing.
Just make sure that you change the phone number in the Intuit Account of Turbo Tax not in the turbo task website or filling doc. You´ll receive a code on this US number that you need to enter in the intuit account and then go back to your turbotax page to continue filling!

I had the same error message,
I tried Edge and it didn't work. What did work was changing the phone number in my user account to a US number.
I changed the phone number in my intuit account (link at the bottom left of the page when your logged in) to my daughter's U.S. phone number. I'm in Italy and though it will let you enter a foreign number, it will cause an error when you file. Mine went through after I changed it.
There seems to be an issue with e-filing when there is not a US phone number listed in your Intuit Online account. When you are signed into your account, click on Intuit Account in the bottom left corner. The error is not from the phone number on your tax return but rather the phone number attached to your Intuit (TurboTax) account.

Then go back to your return and continue filing. Don't use a Google Voice number, a Skype number, or any other non-US or non-verifiable phone number. I tried the facebook page but couldn't find a solution to this error "Your transmission didn't got through".
The first time I tried filing, it went through but got rejected due to an error in filling the previous year AGI. I have now corrected it, but facing this error in transmission. I have also updated the cell phone number to a US phone number.
Please confirm a way to file my rejected return.

I had to also change the phone number on the tax form itself to a US number, and after changing the one on the account (it didn't work to just remove it and leave no number, it has to be a US one) I had to sign out and sign back in.
