Last year my wife and I received both the Economic Impact Payment 1 and 2
checks. Totalling up to $ 3600. Living in the Netherlands we faced the
problem that Dutch banks do not accept $ checks. We were advised to
return the checks to the IRS asking them to transfer the money
electronically. Which I did by registered mail providing them with
the necessary information to do so. We received letters that we would
receive the money and that we had nothing to do.
Well today we haven't received anything yet. I looked at the IRS website
what to do and saw that I had to file a 2020 tax return. That's how I
found the IRS Free File program Turbotax from Intuit. I made an account
and filled in the requested information using the details of my 2020
SSA-1042S-Social Security Benefit statement.
By the way since my retirement I and my wife receive a small
Social Security Benefit allowance transfered electronically to our
dutch bank account.
In the program I entered my dutch address, which was accepted.
Right at the end however I was asked to enter my USA addres, which we
haven't. So I couldn't register.
You must have a U.S. address in order to register. That's what
was shown prior to Register.
So I am back to where I started.
In the meantime my wife received a third EIP3 $ check, But I didn't
receive it. Again we don't know what to do with the check. Dutch banks
won't accept it. Returning to the IRS won't help as either as the past
year has proven.
I hope you can help us to solve this problem and tell us what we can do.

Doesn't your country have a National Bank? go there and they should be able to cash a check from US Treasury.

All US citizens living in the Netherlands must report their income.
If you file a 2020 tax return, Line 30 for the EIP rebate will be zero since you got your EIP checks and IRS knows that.
So I don't think that would help you.
It is difficult to call from the Netherlands. Time difference and as I am not US citizen it is often difficult to understand each other. That's why I used the Intuit program to fill in the 2020 tax return. All worked well except the last step. Entering my US address, which I haven't. I am now trying to fill in the tax return myself. I will try to call the 800 number. Maybe I have luck.
