Does Turbotax send returns to the IRS during the test batches?

No, TurboTax does not send the tax returns.  The IRS pulls the tax returns from the TurobTax servers holding the tax return.  That is how the system works.

Each tax year the IRS will pull small batches of tax returns form the various tax preparation software servers to test out the IRS systems.  However, the vast majority of tax returns will not start being pulled until the official start date on and after January 27.
