No. The income you receive from eBay sales is taxed in the state where you reside when make the sale and receive the income. This would not constitute making/earning money in another state (or states).
eBay does not require a business license however you should check with your state to see if you are required to have a license for your business for sales tax or other reasons.
without knowing the states this is impossible to answer because laws vary from state to state. also, there is the question of should you be collecting sales tax for out-of-state sales where that state has sales taxes. for income tax questions we could provide more information if you tell us the states, the method of shipment and whether you have any physical presence in the state, store inventory or have a salesperson n those states.
