If you have filed early before the exclusion, the IRS will recalculate your return for the new 10,200 unemployment exemption for you. There is no need for taxpayers to file an amended return unless the calculations make the taxpayer newly eligible for additional federal credits and deductions not already included on the original tax return.
Just keep waiting. The IRS is sending them out in batches over the summer.

Do you need to amend your state return?

Thanks! although reading through more here I am pretty upset with turbotax, as I had contacted one of the Tax Experts, that I paid for, to ask how the deduction would effect my return specifically. I was told that they couldn't calculate that and I just had to wait and not file an amendment.
However now it appears that the deduction would make me eligible for the EIC so I will have to file an amendment. I'm lucky I got impatient and read through the forums but that is extremely disappointing to get the exact wrong advice... Specifically I could've and would've filed that months ago, and further there was a real chance I would've never known because I was misinformed. -
