If my new LLC in another state uses the same exact name as my original LLC in the 1st state, for example, I dissolve ABC.LLC in California, and register a new ABC.LLC in Texas, do I still need to apply for a new EIN?

Sorry. If you are dissolving the current LLC and registering a new one, then you do need a new EIN.
I don't think the IRS link you sent answered my question.
For this, I'm asking here.
You will not be required to obtain a new EIN if any of the following statements are true.
It's not just a location change but moved to a different state, and the original LLC will be dissolved.
